cwebpコマンドではheicをコンバートすることができないようです。
cwebp compresses an image using the WebP format. Input format can be either PNG, JPEG, TIFF, WebP or raw Y’CbCr samples. Note: Animated PNG and WebP files are not supported.

一旦heicファイルをjpgに変換します。
heicファイルを右クリックして「写真の編集」を押します。
「コピーを保存」を押してjpgで保存することができます。
